Caboolture to Toorbul Point
new 110kV overhead powerline
ENERGEX is planning to develop an overhead 110kV powerline from its Caboolture bulk supply point east to Toorbul Point substation. The powerline is proposed (based on current forecast demand) for completion in summer 2010-2011 to service local growth for the region.
need for upgrade
The Caboolture and Bribie Island area is one of the fastest growing regions in Australia, experiencing significant growth in tourism, commercial and residential development, which is presenting challenges for infrastructure in the area.
As part of our commitment to provide a safe, efficient and reliable electricity supply to Caboolture and surrounding areas, while catering for future residential, commercial and infrastructure growth, ENERGEX has identified the need to upgrade the electricity network from the Caboolture Bulk Supply Substation to the Toorbul Point Substation at Sandstone Point.
project timing
The project is planned for completion by summer 2010-2011. Start of construction is anticipated 12 to 18 months prior to commissioning. The likely timing of the application to the Minister for Community Infrastructure Designation is late 2008 or early 2009.
identifying the powerline corridor
ENERGEX first identifies the need for the project and then commissions a Corridor Selection Report which identifies potential routes and a preferred route for further consideration.
The preferred corridor route for the new powerline follows an existing ENERGEX easement. ENERGEX has an existing easement between the Caboolture and Toorbul Point substations, which averages 45 metres in width. Along this route is an existing 110kV overhead powerline on concrete poles.
When identifying a preferred corridor, ENERGEX ensures the following is considered:
- Reuse of existing infrastructure corridors
- Proximity to existing residential and commercial development
- Land use patterns, including regional planning initiatives
- Size and shape of the land
- Environmental issues
- Social and community benefits and impacts
- Construction methods, impacts and costs
- Economic factors
- Engineering factors.
The preferred corridor route for the Caboolture to Toorbul Point powerline has been selected based on the above factors and recommendation from the Corridor Selection Report to follow the existing route. To minimise visual impact, the powerline will be made from similar concrete poles and installed adjacent to the existing lines with similar attachments and features.

easements
For our purposes, an easement is a legal right overlaying a portion of land, which gives ENERGEX the ability to construct and maintain powerlines.
If we do require an easement over your property, as the landowner you will retain ownership of the land within the easement; however you will be compensated for the securing of the easement.
You will however be restricted as to how you can use the land over the easement. The easement terms ensure that only activities consistent with our easement rights (which mainly relate to the safe and secure operation of our powerlines) are carried out on the easement.
We will pay fair and reasonable compensation to an affected landowner if we acquire an easement over your property.
While it may vary slightly, essentially we will be looking to acquire an easement with a width of approximately 45 metres.
working with the community
ENERGEX will be seeking Community Infrastructure Designation under the Integrated Planning Act 1997 (IPA) to obtain development approval for the final route.
This process requires the preferred corridor route to be the focus of a detailed Initial Assessment Report (IAR) which will determine the final alignment. As part of the process, there will be a formal community consultation period where community members will be able to provide feedback on the proposed project.
Plus, the IAR will address environmental and other issues associated with the proposed development.
The CID process has six steps:
- ENERGEX will complete an Initial Assessment Report which looks at a broad range of factors including social, economic, and environmental impacts, and land use
- The Initial Assessment Report is available to local government and community for submissions
- ENERGEX finalises the Initial Assessment Report which will then include the final proposed easement corridor
- The Initial Assessment Report is available to affected landowners and the wider community for final submissions
- A Final Assessment Report is prepared taking into account all of the consultation and submissions
- The Final Assessment Report to Minister for an outcome on the proposed corridor.
ENERGEX will work with potentially impacted landowners, community representatives and other stakeholders before finalising the powerline location. This process will include detailed discussion with landowners who will be directly affected by the powerline, and other interested parties to minimise impacts on residents and local habitat. ENERGEX will also organise public displays where community members can gather more information about the project.
