Electricity Deregulation and Network Prices

Under Full Retail Competition, the costs of delivering energy are separated detailing specific components for energy, market operations, metering and network connection and access.

In Queensland the distribution network prices charged by ENERGEX are regulated by the Queensland Competition Authority (QCA) in accordance with the National Electricity Rules (NER).

Regardless of which retailer you use for your electricity supply, the distribution entity will charge a regulated network price.

ENERGEX has developed network prices for customers that are in accordance with the ENERGEX Network Pricing Principles Statement.

On 13 June 2007 ENERGEX published a revised version of the ENERGEX Network Pricing Schedule 2007/08 to :

  • clarify the application of fixed charges for Business Small TOU and Business Medium TOU NUOS charges; and
  • to correct GST rounding anomalies in NUOS charges for Controlled 1 fixed charges and Business Medium TOU - NUOS Peak Energy Charge.

On 15 June 2007 ENERGEX published an additional revision of the ENERGEX Network Pricing Schedule 2007/08 to modify the DLF values for LV Bus and LV Line supply in accordance with the NEMMCO published DLF values.

On 27 June 2007 ENERGEX published a revision of the ENERGEX Network Pricing Schedule 2007/08 to clarify the definition and application of Business Small, Business Small TOU, Business Medium, and Business Medium TOU network tariffs.  Business Small and Business Small TOU network tariffs are applicable to those customers that are non-demand metered with consumption up to and including 25000 kWh per annum.  Business Medium and Business Medium TOU network tariffs are applicable to customers that are non-demand metered with consumption in excess of 25000 kWh per annum.

On 13 November 2007 ENERGEX published a revision of the ENERGEX Network Pricing Schedule 2007/08 to further clarify the parameters and application of Business Small, Business Small TOU, Business Medium, Business Medium TOU. Business Small and Business Small TOU network tariffs are only applicable to Customers consuming less than 25,000 kWh per annum with non-demand metering. The applicable network tariff for watchman lights has also been clarified. In addition Network tariff Codes have been included.

Queensland Government Solar Bonus Scheme for Standard Asset Customers less than 100 MWh Per Annum

The Queensland Government Solar Bonus Scheme is a program that pays domestic and other small energy customers for the surplus electricity generated from roof-top solar photovoltaic (PV) systems that is exported to the Queensland electricity grid.

Excluded Distribution Services

ENERGEX Limited Excluded Distribution Services’ (EDS) Price Schedule shows the services, product codes and prices that apply in ENERGEX’s distribution supply area.

The prices apply to the provision of services ancillary to the main network services and include such services as check meter reads, meter testing and overhead service replacement. The services are provided on a fee for service basis, where the price charged will be either: a scheduled fixed fee if a standard service has been requested; or a Price on Application (POA) if a non-standard service is requested. A non-standard service is a service that is not considered standard due to the variation in scope, timing and complexity of the work requested. Retailers, Customers and/or Registered Electrical Contractors/Builders/Developers may request these services. Some services may only be requested by Retailers.

development of ENERGEX’s network tariff structures - discussion paper

ENERGEX’s discussion paper on the Development of Network Tariff Structures presents ENERGEX's network pricing proposal for 2008/09 and a range of potential options for pricing in the medium term.  The network tariff structures are in line with the drivers of network pricing which are identified and articulated in this paper. The paper also outlines the regulatory framework, examines the network pricing objectives and principles, discusses current market challenges, and explores ENERGEX's future pricing options.

ENERGEX intends to give customers time to respond to significant changes in the tariff structure. Consequently, the proposals presented in this paper are not definitive or prescriptive and any progression and ultimate implementation will depend on stakeholders' feedback and future market conditions

ENERGEX welcomes feedback from all stakeholders, including customers, retailers, policy makers and regulators, on this paper.
