South pine to hays inlet powerline duplication project
ENERGEX is proposing to duplicate the existing 110,000 volt (110kV) powerline from Powerlink’s South Pine Substation at South Pine Road, Brendale to ENERGEX’s Hays Inlet Substation at McKillop St, Rothwell.
As part of this project ENERGEX will upgrade the substation at Hays Inlet, construct a new 110kV zone substation on Goodrich Road, Griffin and build a new connection into the Mango Hill Substation to increase capacity.
need for upgrade
The area to the north of Brisbane bounded by Redcliffe, North Pine River, Lake Kurwongbah and Burpengary is one of the fastest growing regions in South East Queensland.
This area is experiencing strong and continued growth in electricity demand, driven by an increasing population, household energy use and expansion of existing facilities, such as shopping centres.
Current and projected growth in electricity demand means that our existing distribution network in the area is approaching capacity. This project will ensure a continued reliable supply of electricity to meet expected future demand.

Construction of this additional powerline is expected to start in early 2009.
project detail
The upgrade will involve construction of an additional powerline on steel towers within the existing double-width ENERGEX easement connecting the South Pine and Hays Inlet substations.

From South Pine Road at Brendale to Linkfield Road just west of South Pine River at Bald Hills, the additional powerline will share a corridor with two existing powerlines. From Linkfield Road north to the Hays Inlet Substation the additional powerline will follow the existing ENERGEX line.
Pending the final design, the new structures may be slightly taller than the existing towers, but otherwise similar in appearance.
The powerline will run above ground as this is a safe and reliable means of distributing high voltage electricity, has the least environmental impact and reduces construction time.
Using the existing easement, ENERGEX minimises the potential impact to the local community. Aside from a small parcel of land for the new substation at Griffin, it will not need to purchase any additional land in the area.
Community safety is a high priority for ENERGEX. This commitment to safety is reflected in all its practices and construction works. The South Pine to Hays Inlet powerline duplication will be fully compliant with all relevant safety standards.
identifying the powerline route
The preferred route was chosen after extensive investigations and the analysis of potential impacts such as environmental and social concerns, visual amenity and economic constraints. The preferred route and co-location with existing towers was found to be the most effective corridor option that importantly, will have the least overall environmental, community and economic impact.
working with the community
ENERGEX will be seeking Community Infrastructure Designation under the Integrated Planning Act 1997 (IPA) to obtain development approval for the powerline duplication and the new 110kV substation at Griffin.
This process requires the preferred powerline corridor and site to be the focus of a detailed Initial Assessment Report (IAR) which will include a detailed assessment of a wide range of issues, including environmental, town planning, engineering and social considerations.
As part of the process, there will be a formal community consultation period and you are encouraged to provide feedback on the project.
The CID process has six steps:

consultation activities to date
Balancing the need for this new infrastructure with social and environmental concerns of the community is something ENERGEX takes seriously. Throughout the process, ENERGEX continually works with potentially affected landowners, community representatives and other stakeholders to achieve the best outcomes.
In July 2008 ENERGEX started a program of engagement activities aimed at informing the community about the proposed powerline duplication and seeking feedback on this important project.
ENERGEX would like to thank the community for taking the time to meet with us and participate in this process. As part of the consultation process, ENERGEX has:
- conducted briefings with key stakeholders including elected representatives and impacted landowners
- written to all landowners whose property backed on to or crossed the existing easement, offering a personal meeting to discuss the project
- held Community Information Sessions on Thursday 7 August at Westfield North Lakes Shopping Centre, Mango Hill, Saturday 9 August at John Oxley Hall, Murrumba Downs and Saturday Thursday 14 August at Westfield Strathpine Shopping Centre, Strathpine
- met with local wildlife rescue and environmental groups, as well as Moreton Bay Regional Parks Division, to discuss revegetation plans that benefit the community
